Aim

To impart management training in the field of Resource Management to the Senior Officers of three services and provide Consultancy Support in management, in accordance with laid down directions and policy.

Financial Management

Financial Management is the science of allocating resources among various projects or business units, maximizing the utilization of available resources to achieve business goals; and performing the activities that are necessary in the maintenance of that workforce through identification of requirements.

Supply Chain Management (SCM)

Supply chain management (SCM) is the management of a network of interconnected businesses involved in the ultimate provision of product and service packages required by end customers. SCM spans movement and storage of raw materials, work-in-process inventory, and finished goods from point-of-origin to point-of-consumption (supply chain).

The faculty imparts management education and training on the above subjects to the participants of the flagship course of HDMC as well as those of SDMC & DMC and various MDPs like DAM, JRMC and external capsules at DSSC, MILIT, AMCC and CAW.

Evolution : Faculty of Resource Management

The objectives of the Faculty of Resource Management are:

To enable participants comprehend Defence Expenditure as a part of National Expenditure and its relation to the finances of a nation in the backdrop of the macroeconomic concepts.
To enable participants comprehend linkages between National and Defence Budgets, trends and constraints to ensure accurate forecasting and effective budgeting and expenditure.
To understand Capital and Revenue Budget models in the Services and effectively apply contemporary techniques and strategies to optimise expenditure.

To operate effectively within existing financial structure, regulations and procedures to maximize value.
To develop sound understanding of supply chain concepts and contemporary value chain philosophies.
To augment analysis and equip with quantitative techniques towards Material Management and Distribution Networks.
To familiarise with various organisations and procedures related to Weapon and Equipment Acquisition in the Armed Forces.
To expose participants to updated provisions of Defence Acquisition Procedure – 2020 (DAP) and Defence Procurement Manual (DPM).
To develop knowledge and skill levels towards effectively operationalising DAP and DPM at various HQs / echelons.
To understand nuances and legalities of contract management and e-procurement.

Faculty Details

The Faculty of Resource Management started as Faculty of Management Techniques in 1970. Subsequently it was changed to Faculty of Research and Consultancy in 1976. In 1981, ˜Resource Management” was introduced as the basic concept and the Faculty was re-designated as Faculty of Project Studies and Resource Management. The nomenclature was changed to Faculty of Resource Management in 1982 and to Faculty of Industrial Resource Management in 2010 before reverting to the current nomenclature, i.e. Faculty of Resource Management (FRM) in 2014.
