In an ever-evolving global arena, geopolitics undergo constant shifts driven by complex interconnections and critical events. The transition from a unipolar to a multipolar world necessitates a nuanced understanding of these dynamics. Net Assessment emerges as a crucial tool for comprehending this evolving geopolitical landscape, enabling the development of tailored strategies for both military and national security.

To expose officers to the art of Net Assessment and formulate National Security and National Military strategy.

Timing

On campus Management Development Programme – Net Assessment (MDP – NA) will be conducted from 02 Jun 25 to 07 Jun 2025.

Joining Instructions
  • To gain a working knowledge of the various aspects of strategic management with particular reference to national security, including strategic management process, defence planning process and geopolitics.
  • To enable officers to evolve short term strategies for objectives using the techniques of Base, Means and Capacity (BMC) and Strengths, Weakness, Opportunities and Threats (SWOT) Analysis.
  • To train officers to stitch short, medium and long term strategies into a coherent National Security Strategy(NSS) after testing them for suitability through the process of Environment, Values and Resources (EVR) congruence.
  • To enable officers to evolve suitable medium and long term strategies through the process of “Scenario Building”.
  • To gain an insight into various other tools available for NA including some techniques of Operations Research and Systems Analysis (ORSA).
  • SM Process, Overview of Strategic Management, Establishing strategic intent, Strategic fit and Stretch, Strategic Management Process, linkages of Strategic Management to Management of National Security and National Military Security, Understanding of the importance of strategic thinking, strategic culture and strategic leaders in an organization as well as in a nation.
  • Geopolitics, approaches, theories of international politics and foreign policy perspective. Concepts of State, Nation and Nation State. Theories of Heartland & Rimland by Mackinder, Sea Power Theory by Mahaan and Air Power Theory by Douhet. Introduction to Space & Info Power as well as concepts of geo-economics and geo-strategy. Understanding the geopolitics of India and its neighbours.
  • National Interests, Power and Security, Vision and mission for an organization and its applicability to that of National Vision and National Mission, National Objectives, Core values and national interests in the paradigm of National Security, National Security and elements of National Power including the spectrum of power and introduction to hard, soft and smart power
  • Concept of Net Assessment, Concepts and Objectives, Assessment of National Security Environment, Contribution of Net Assessment towards Identifying Politico Military Competition in Long Term and Developing of Long Term National Security and Military Security Strategies. Techniques of carrying out Net Assessment. Environment Scan to include the taxonomy of Environment – Internal and External. Techniques of environment scanning to include BMC Analysis
  • SWOT and Scenario Building
  • Defence Planning Process
  • Higher Defence Control Organisation
  • Game Theory
  • Economics of Defence

The officers holding the rank of Col/ Brig, Gp Capt/ Air Cmde, Capt(IN)/Cmde from Armed Forces and Director/ equivalent rank from MoD are eligible for this course. Officers who have already attended Higher Defence Management Course/ Senior Defence Management Course (HDMC/SDMC) are not eligible this course.
