Senior Defence Management Course (SDMC)

Aim

To expose participants to management concepts and associated techniques and to offer them an opportunity to enlarge their perspective by exchange of views on selected themes related to management in the Armed Forces.

Senior Defence Management Course (SDMC) is a four weeks’ course attended by selected officers of the rank of Brig/ Cmde/ Air Cmde as well as civilian officers from MoD. Certain vacancies are also allotted to officers from friendly foreign countries. The inputs are at conceptual level and are oriented towards enhancement of leadership potential and decision making skills through application of modern management concepts and techniques. The course also offers participants an opportunity to enlarge their perspective by exchange of views on selected themes related to this exposure.

Timing

The duration of the SDMC 90 is for four weeks. The course is scheduled from 11 Nov to 07 Dec 2024. Working hours – from 0800 to 1400 hr from Monday to Saturday..

SM includes SM process, Comprehensive Assessment of Security Strategies (COMPASS),  Geopolitics, National Interest & National Security, National Power, Net Assessment, SWOT Analysis, Scenario Building Process and SWOTEX (Syndicate Presentation).

OB includes  Self-Awareness, Perception, Communication, Decision Making, Management of Change, Conflict Management, Dissent Management, Negotiations, Organisational Climate and Stress Management.

ORSA  includes Operations Research & Linear Programming, Analytical Hierarchy Process, System Analysis – Tools & Techniques in Decision Making and Networks & Time Estimation.

FM includes Economics of Defence, Macro Economics Concepts, National Income, Economic Stability & Growth, Banking & Monetary Controls, Managerial Economics, Cost-Volume-Profit & Break-Even Analysis, Time Value of Money and Capital Budgeting.

SCM includes SCM Drivers and Strategic Fit, Life Cycle Costing Concepts, Cap Acqn – 1 (Org& Process), Cap Acqn – 2 (EFI, SQR, AON, RFP), Cap Acqn – 3 (Trials, TEC, CNC),  Cap Acqn – 4 (Make, Innovate, Lease), Revenue Procurement, Contract Management, Important Terms of RFP and GEM & e-Procurement.

In this module, a brief exposure would be given to participants on Research Fundamentals, Research Process & Defining Research Problem, ROL & Research Hypothesis, Research Design, Data Collection & Questionnaire Design, Quantitative Data Analysis, Interview Techniques & Qualitative Data Analysis and Interpretation & Report Writing.

It includes Overview of Project Mgt, Intro to PM Software, MS Project and Individual Competence Baseline.

It includes Big Data  Analysis and Advance Excel & Power BI .

Maj Gen Harsh Chhibber, AVSM, VSM, Ph.D.

COMMANDANT

An alumnus of the prestigious National Defence Academy, Major General Harsh Chhibber was commissioned into the Army Service Corps in December 1988. His distinguished career is marked by academic excellence, steering technology absorption and a passion for adventure.
Throughout his service, he has consistently demonstrated exceptional academic prowess. He holds a Doctor of Philosophy (PhD) on Public Policy along with two M.Phil degrees in Business Management and Public Administration. His dedication to professional development is further evidenced by his qualifications on the Technical Staff Officers Course(TSOC), Higher Defence Management Course (HDMC), and the Advanced Professional Programme in Public Administration (APPPA).
Major General Chhibber’s military experience is vast and encompasses various important assignments in Eastern, Northern and Western Sectors including command of the Para ASC company, an ASC Battalion and the ASC training Centre. He has been Brigadier General Staff (Information System) in Eastern Sector and Major General (Operational Logistics) in Northern Sector. He has also served as an instructor at the Army Service Corps Centre and College and as the Directing Staff and Head of the Financial Management Department at College of Defence Management.

A prolific writer he has written many papers on technology absorption in Indian Army and presented same at National Seminars. Software applications developed and implemented by him are in use in a large number of units.
Beyond his academic and military achievements, General officer is a passionate adventurer. A skilled skydiver, mountaineer and car rally driver, he exemplifies the spirit of courage and determination that defines the Indian Army.
His distinguished service has been recognized through numerous awards including Ati Vishisht Seva Medal (AVSM) on 26 Jan 2025, Vishisht Seva Medal (VSM) on 26 Jan 2022, the Chief of Army Staff Commendation Card, and the General Officer Commanding-in-Chief Commendation Cards (twice). On 01 Oct 2024, the General Officer was appointed Colonel Commandant of Army Service Corps.
Currently, he holds the prestigious appointment of Commandant of the College of Defence Management (CDM), effective June 1, 2024.  His vast experience and leadership qualities make him well-positioned to guide future generations of military leaders.
